Ukraine has the highest rate of child abandonment in Europe. In 2021 alone, over 4,500 children were abandoned in orphanages across the country. The problem is especially acute in Odessa where over half of all children in state care are left without parents.
Odessa is a big Ukrainian port city located on the Black Sea coast. The population of this city is 1 million inhabitants. There are several orphanages in Odessa. These orphanages provide shelter for children whose parents died or abandoned them. They also take care of orphans with special needs.

During the inspection, it was noted that there was an insufficient amount of furniture, namely cabinets for clothes and personal belongings. Most of the furniture needs to be repaired and replaced. The air in the corridors of the dormitories is stale, in one of the dormitories the toilets and showers do not work due to the lack of water and due to the fact that the heaters are not connected to the power grid.
According to the director of the institution, once a week the pupils visit the bathhouse, which is located on the territory, but the premises of the bathhouse do not meet any standards - there is no heating, no cabins and curtains, which ensure the right to privacy.
Cooking in the food room is carried out with gross violations of sanitary and hygiene standards. In particular, there is only one table, which is used for cutting meat and fish. There is no hand-washing sink and tubs for washing food.
The monitoring group noted that the living conditions of the inmates in the institution are terrible.
Of course, the situation in orphanages is not the same everywhere. In the regional center of Odessa orphanages are given a lot of attention, it is understandable when the city authorities are nearby and can respond to the needs and other situations that occur in orphanages.
This cannot be said about regional orphanages, which are located up to 300 km from Odessa and cannot boast of a high level of social support. These orphanages are often in a deplorable condition, where there is no hot water, heating and elementary sanitary norms are not met.
